Gifted students often score in the 96th or 99th percentile on achievement testing. But on many tests, especially grade-level achievement tests, the tests are designed so that many students know most or all of the material. This makes percentile scores for the top-scoring students seem odd. If 10 percent of the students in the normalization study got all the questions correct, then they would have each earned the 90th percentile.

This creates a conundrum — one or a few questions wrong, can terribly skew the percentile scores. It is state law that GT placement decisions be made be a district committee of GT trained professionals. By state law there must be a minimum of three persons on that committee. The number will vary from campus to campus, but they will all have at least three CISD professional staff members.

CISD does not allow parents to be members of this committee due to privacy issues. CISD does not allow professional staff members who have children that are being considered for gifted programming to serve on the committee during that decision making process. The state law requires that these members be trained in the areas of nature and needs of gifted learners which is part of the general gifted education training offered in CISD.

Group tests are sent away to the testing company to be scored. When the scores return, forms have to be completed, and committees convene to make decisions.

Students in Gifted and Talented programs learn with-like minded peers, following an enriched curriculum designed for their needs, delivered by teachers with expert skills and knowledge.

Access is provided to universities, industry bodies and mentoring programs with opportunities to take part in national and international competitions. The selection process starts when students are in Year 5, testing in Year 6, with placement starting from Year 7. Summer enrichment programs are very popular in the United States.

For example, a course in history could include both academic, theatre and musical elements. Parents with the resources and disposition to help their gifted child maximize his or her capabilities have the ability to enroll their child in a separate class or school that works exclusively with gifted children.

These full-time classes for the giftered are sometimes referred to as "Congregated Gifted Classes" as they congregate gifted students together to receive specialized instruction and training. Separate or independant schools for the gifted are relatively scarce. Parents who are interested in having their child attend a school for the gifted are often required to relocate to a city, county or even state where such a school exists.
